I would suggest Etrade maybe
Does anyone knows where I can find list of the stocks Scottrade has set restrictions on for trading? I can not find it any where from the web site? I have Scottrade account, and there are a lot of stocks that Scottrade is restricting me from buying over internet. I may leave Scottrade soon. Any suggestions?

I had the same question a while ago when I went looking for the list to see if some stocks I was researching were on the blacklist. Below is my communication with their support staff.

Thanks for your response. I am talking about the stocks that were listed on the "Clearing Restrictions" list. There were two lists one that was titled "No Buy/Sell Only" and one that was titled "No Buy/No Sell" they were mostly (if not completely) comprised of pink sheet and OTC stocks like BIEL, ASFX. I can't seem to find the list anywhere.

As you can see they did not go into an explanation as to why the list was removed. A few weeks ago when I went enter a trade for APPA I was instructed that I had to call my local branch office to place the order. I called them up and was able to place the order at the "internet" price as they called it. Hope this answers your question.
